# South African localisation suite

The suite is three independently versioned Frappe v16 applications:

- `za_local_core`: statutory-source governance, filing evidence, readiness, POPIA and PAIA controls.
- `za_local_core`: VAT201 working papers, South African tax documents and finance setup.
- `za_local_payroll`: PAYE, UIF, SDL, ETI, payroll benefits, declarations, certificates, approved bank exports,
  and the BCEA/EE/skills working papers, COIDA, injuries and claims that shipped separately before 2.0.0.

The software supports controlled statutory processes; it does not transfer the employer, vendor or practitioner's
legal responsibility and is not legal certification. A submitted domain document is an internal record. For a
controlled-manual obligation, external submission or payment is complete only after the authorised user performs
it through the authority/bank channel and retains the corresponding private evidence.

Feature Readiness is a conservative deployment control, not proof of legal approval. Do not use a Preview or
Unsupported capability as a production filing or payment channel. A Production label still requires the released
guide, approved source/configuration and organisation-specific sign-off; current SARS filing remains controlled/manual.
